The original minor SMA application included setting up an outdoor market near Punalu'u Black Sand Beach, building a swimming pool near the tennis courts and creating camping sites and other amenities.
Liu said that she wants to concentrate on improving the tennis court area and dilapidated facilities first and will include other proposals in the larger plan that will require a major Special Management Area permit. She said she plans to hold community meetings to go over short-term and long-term plans in early December and will soon confirm the meeting places and dates.
She also said she is considering working with the county to possibly place conservation land along the coast into public ownership, perhaps with acquisition through the Public Access, Open Space. & Natural Resources program that acquires special properties with funds from two percent of property taxes generated on this island.

TEN MILLION DOLLARS FOR A FOOD SYSTEMS FUND has been created by Kamehameha Schools. The aim is for KS to invest in supporting food production, distribution, aggregation, processing, purchasing, consumption and to solve the challenge of food waste.Ka‘eo Duarte, who heads up the KS Community & Aina Resiliency program said, “The fund looks to invest in compelling businesses – and their leaders – who will accelerate the revitalization and diversification of food systems, including our own KS portfolio of aina and tenants.” KS is a major landowner in Kaʻū, with acreage around Punalu'u, Wai'ohinu and South Point. “Creation of this fund enables KS to more directly invest in enterprises that aim to provide healthy and accessible food to feed Hawaii and beyond, as part of a resilient economy with new jobs and career pathways,” said Duarte.
An initial investment of this Food Systems Fund is $300,000 for Hawai'i 'Ulu Cooperative to build its operations of encourage more farmers to grow the breadfruit trees and distribute the fruit for local consumption as a dietary stable. The processing facility for the 'Ulu Cooperative is on KS lands at Alae.
“This investment from Kamehameha Schools will help the co-op grow to the next phase,” said Hawai'i Ulu Cooperative General Manager Dana Shapiro. “For us, that is scaling from demonstrating the feasibility of our model to becoming an economically-profitable business in our own right and a business that is able to give back to our farmers, the community and our investors on an ongoing basis.”
Kyle Datta, who operates an 'ulu farm on KS agricultural land in Umauma and serves as president of the 'Ulu Cooperative Board, said, “Kamehameha Schools’ investment is extraordinarily catalytic to the entire food chain.” He noted that the KS investment helps to draw other financial support for expansion of manufacturing and increasing employment, as well as the marketing of 'ulu.
