PONC IS GEARING UP TO STREAMLINE PROTECTED LAND STEWARDSHIP APPLICATIONS AND OVERSIGHT. The Public Access, Open Space & Natural Resources Preservation Commission is working with the county Department of Finance and organized its own committee last week to revise applications and progress reporting requirements for non-profit organizations that seek to take care of PONC lands.
    PONC commissioner Deborah Chang chairs the committee. The move comes after last. year's passage of county charter amendments that moved management of the maintenance funds from the county
Department of Parks & Recreation to the county Finance Department and allow the hiring of staff to manage acquisition and care of the properties. Salary, wages and benefits can be coverec for stewardship of lands, said Debbie Hecht who helped lead the campaign to establish PONC and to modify it through Charter Amendments approved by the electorate.
    Money to help fund the stewardship of protected county properties purchased through PONC comes from a quarter of one percent of property taxes gathered in Hawai'i County. Money to acquire new properties for preservation comes, in part, from 2 percent of property taxes.
    To date, the following properties have been acquired through PONC in Ka‘ū: Kahuku Coastal, Waikapuna Conservation Easement, Kahua Olohu, Kāwā and Kawa‘a.
    Ka‘ū places on the list but not yet acquired have included the coastal lands at Punalu'u. Consideration requires a willing seller.
    Other successful PONC acquisitions around the island are Pohoiki Bay in Puna; Waipi‘o Valley Lookout in Hāmākua; Halawa in North Kohala; Hāwī Banyan Trees in North Kohala; Pa‘o‘o in North Kohala; Kaiholena in North Kohala; Kaiholena in South Kohala; ‘O‘oma in North Kona; Puapua’a in North Kona; Kipapa Park in North Kona; White Sands Mauka in North Kona; Amy Greenwell Ethnobotanical Garden Conservation Easement in South Kona and Kapanaia in North Kohala on the coast. Wa’ile is under negotiation in Puna with ancient access to coast.
    New PONC nominations are due in February. Mayor Mitch Roth is expected to release this year's recommendations in December.

    Deadline for comments is Dec. 5. Federal Housing & Urban Development funding money would pay for the execution of the mitigation plan.
