PUNA GEOTHERMAL VENTURES PLANS TO GROW ITS ELECTRICAL PRODUCTION by 8 megawatts, promising lower electric bills and more firm electrical power. It will host a public meeting online this Wednesday, July 14 at 4 p.m. On the agenda are energy updates from Hawaiian Electric and Hawai'i County, as well as a presentation by Youcu Ebisu, an electrical engineer who works on sound mitigation. Link into the meeting is punageothermalproject.com. PGV shut down after lava flowed over sections of its power plant in 2018 during the Kilauea Eruption. It resumed operation last November and expects to reach 30 MW by the end of this month.
A story in today's Hawai'i Tribune Herald by Stephanie Salmons reports that the Public Utilities Commission is asking the County of Hawai'i and the state Department of Land & Natural Resources for input on whether an environmental review should be required for the company to expand its geothermal production. The PUC's letter says that before it can consider the new geothermal proposal, it has to "determine the DLNR's and the county's positions relative to environmental review."
PGV wrote to Mayor Mitch Roth and Board of Land & Natural Resources chair Suzanne Case asking whether they would engage with the geothermal company on the issue. According to the Tribune Herald story, Case wrote that DLNR has no jurisdiction over the project and would decline from commenting on the environmental review.
The mayor wrote, "The county considers the development of renewable, sustainable energy sources as one of its most important responsibilities and remains committed to reducing the cost of energy as part of its strategy to revitalize and diversify Hawaii Island’s economy, while engaging in climate change adaptation and mitigation efforts.” Roth said the Office of Environmental Quality Control would be consulted to see if it would work on the geothermal issue and to help determine any limitation of the county's authority to "assist PGV." According to the Tribune Herald, the mayor also said that the county should review all records before the PUC before deciding whether an environmental review is required by statute. He said he county could join DLNER and OEQC as an accepting authority for the environmental review.
